Judge Doyle Square to get a makeover

The city of Madison received four proposals Wednesday to reconstruct several blocks just off Capitol Square in an effort to encourage private development downtown.

The city asked developers to come forward around a set of project goals to redevelop the Judge Doyle Square area, according to George Austin, the Judge Doyle Square project director. Judge Doyle Square is a two-block area in downtown Madison between the Madison Municipal Building and the Government East Garage, he said.

The various proposals range from $75 million to $200 million in cost, Austin said. It is not certain what level of city participation in the budget will be needed, but it will be discussed in the future, he said.

While the rest of Capitol Square has been revitalized recently, these two blocks have not received much attention and are a missing link, Austin said. The city aims to link Monona Terrace Community and Convention Center and the King Street area with the redevelopment in order to connect it to the restaurant, retail and entertainment district, he said.

The redevelopment project will consist of employment, hotel, residential, retail and restaurant buildings along with biking and parking facilities, according to a city of Madison statement.

The redevelopment is extremely important to the city and could increase revenue, Ald. Ledell Zellers, District 2, said.

One of the main focuses of the redevelopment project is the addition of hotels in order to ensure the future success of Monona Terrace, Zellers said. The redevelopment will provide hotel room within easy walking distance, which will enable the city to attract larger conventions and conferences, she said.

By assisting the convention center in increasing its attendees, Madison will also increase its economic and retail activity.

“[Judge Doyle Square Project] adds to the tax base and to the vibrancy of downtown, Austin said. “This makes [the square] a destination by adding hotels as we support the continued vitality of Monona Terrace.”

It will also allow for higher use of the government east block, Zellers said. The redevelopment project will improve the aesthetics of the area and give the opportunity for an interesting place and dynamics for street life, she said.

Currently, the city has received four responses to its “Request for Qualifications” for real estate development teams for the redevelopment project, the city statement said.

Zellers said she is excited about the number of responses the city received.

“I like the scope of opportunity,” Zellers said. “I think that leads to better developments and better use, where there is an identified area where we have a general concept about what a good use will be and then solicit proposals so there can be a selection of the best one.”

This is only the first stage of a two-stage process, Austin said. The qualifications will now be reviewed, and the teams will be interviewed before it is determined which will participate in the second stage, he said.

While the redevelopment is still in the beginning stages, city officials hope to complete the design stage by 2014 and complete the additional phases by 2019, Austin said.
