The Wisconsin State Assembly passed limits on collective bargaining rights for public employees in another chaotic vote that prompted jeers from Assembly Democrats and members of the gallery.
Assembly Republicans and the only independent, Rep. Bob Ziegelbaur, I-Manitowoc, voted for the bill.
Representatives began debating the bill, which the Senate passed Wednesday night, early Thursday afternoon. Assembly Majority Leader Scott Suder, R-Abbotsford, warned Democrats a vote would come before sunset Thursday.
Democrats attempted delaying the vote by motioning to remove Speaker Jeff Fitzgerald, R-Horicon, from his position, but were unsuccessful. At approximately 3:40 p.m., Speaker Pro Tempore Bill Kramer called and closed the roll call in a span of about 30 seconds.
Minority Leader Peter Barca, D-Kenosha, pulled out a megaphone and began speaking to press and the gallery after Republicans left. He urged protesters at the Capitol to remain peaceful because of coming legal recourse on the bill’s approval, which he called illegal.
“We’re going to have to put our faith and trust in the courts,” Barca said.
Gov. Scott Walker will sign the bill as soon as possible, he said, but the legislation will not arrive on his desk Thursday night.
“I applaud all members of the Assembly for showing up, debating the legislation and participating in democracy,” Walker said in a statement. “Their action will save jobs, protect taxpayers, reform government, and help balance the budget.”
Although protesters inside the Capitol were audible inside the Assembly chambers throughout the session, a high police presence pressed them away from restricted areas. The Department of Administration announced the building would close at 6 p.m.
