[UPDATE Wed. March 18, 7 p.m.]: It appears the cat was not photocopied at the library but is rather just a copy of an older photo students are distributing in attempts to bring back a tradition and spread humor in the midst of midterm season.
The earliest account of the photo The Badger Herald could find is dated to 2008. The photo also appears on a Japanese website dated to 2011.

It looks like someone may be photocopying their cat and leaving copies around Steenbock Library.
