Dane County Sheriff’s Office said it is conducting a homicide investigation after identifying a man’s body that was found in Lake Mendota Saturday.

During a press conference in the Public Safety Building Monday, Dane County Sheriff’s Office Chief Deputy Jeff Hook said the body has been identified as 23-year-old Jacob Payne.

Hook said they are currently investigating the death as a homicide.

“We do not believe that this homicide was a random act,” Hook said.

Hook said Payne did not have a permanent address. He lived in his car, an older model black BMW, and had recently been staying at a vehicle repair shop in the town of Burke. Hook said his car was found at this repair shop, which is located on 4260 Acker Road.

The Dane County Coroner’s Office said in a statement that preliminary results of the autopsy show Payne died of “homicidal edged weapon violence.”

A canoeist discovered Payne’s body Saturday around 4:00 p.m. The body was found in Lake Mendota near Governor’s Island.

Hook said because the investigation is ongoing, he could not give additional details.

“Although there is no one in current custody for this homicide, our detectives are making good progress in the case and we expect to be able to share more information with you in the next day or two,” Hook said.

He asked the public to report anything unusual in the area of Governor’s Island and the repair shop.
