City to prosecute KK, Stillwaters

The city of Madison is pursuing action against two campus-area bars after police issued numerous underage-drinking citations to patrons at the establishments earlier this month.

According to the Madison Police Department, officers issued 21 tickets to minors at the Kollege Klub, 529 N. Lake St., Feb. 6; and 18 tickets to minors at Stillwaters Restaurant, 250 State St., Feb. 7.

Assistant City Attorney Jennifer Zilavy said Tuesday she received the police report regarding the citations given at the Kollege Klub and would review the case in the coming days.

“I won’t know how long the process will take until I decide what I want to do with the case,” Zilavy said.

Sgt. Emil Quast of the MPD said, depending on what Zilavy concludes, the city could close the Kollege Klub for a certain amount of time. He said punishment in cases like the Kollege Klub’s is based on a point system, in which points are added for every citation issued.

Quast said if a licensed establishment receives 100 points in one year, its owners are brought before the city’s Alcohol License Review Committee. If the establishment receives 200 points in one year, sanctions could be taken against it.

Quast said the Kollege Klub most likely faces over 500 points stemming from the 21 tickets issued during the one incident alone, but that recent citations are only an indication of a larger problem at the bar.

“The KK has had many problems recently,” Quast said. “They’ve had problems with capacity, overserving patrons and letting underagers in. We’ve specifically told them they are doing a bad job. We’re not looking for zero tolerance, but they are letting too many underage drinkers in.”

Quast said no drug charges were filed in the incident.

He said he has yet to review the report on the citations issued at Stillwaters but will send the report to Zilavy when it becomes available.
