The Dane County Board of Supervisors is the Dane County government's legislative branch and is comprised of 37 seats.[dated info] The downtown area of Madison is primarily represented by Analiese Eicher, District 5, and Scott McDonell, District 1.

Redistricting

Legislative and congressional district maps are redrawn in Wisconsin every ten years following the national census.[1] This process is often controversial, such as in 2001, when County Executive Kathleen Falk vetoed the county board's first proposed map because it "split too many communities, created odd-shaped districts and didn’t have enough minority representation."[2][3] The current map includes two predominantly student districts, whereas the pre-2001 map included three.[4]

Gubernatorial candidate Tom Barrett proposed July 12, 2010, a plan to reform redistricting in Wisconsin by giving final authority to the Government Accountability Board. According to The Chippewa Herald, "The board would be required to make districts as evenly split as possible between Democrats and Republicans, ensure that maps comply with the federal Voting Rights Act, and are available for public viewing."[5]

Elections in student districts

2002

Two-term incumbent Echnaton Vedder faced Ion Skillrud for the District 5 County Supervisor position. Both candidates were UW-Madison students who said they wanted to increase student influence in county government.[6] The Badger Herald endorsed Vedder because he had "proven himself to be accessible to students and is a visible leader on campus," and the WSUM radio tower was built during Vedder's tenure on the board.[7]

Vedder won the race with 423 votes, while Skillrud received 244. Among Vedder's priorities was drug policy. He said he hoped to "push the District Attorney’s office to stop prosecuting minor possession drug charges."[8]

2004

District 1 incumbent Scott McDonell defeated Frank Harris with 555 votes, or 83 percent of the total. Harris received 110 votes, 16 percent. Board member Judith Wilcox defeated Beth Gross in the District 2 race with 192 votes, or 59 percent. Gross received 134 votes, 41 percent.[9]

2006

Echnaton Vedder, who served on the county board since 1998, decided not to seek reelection in 2006.[10]

  • University of Wisconsin-Madison junior Ashok Kumar was the first to announce a run to replace Vedder.[11] Kumar said he planned to work on expanding tenants' rights, promote equality for low-income tenants and increase human services funding.
  • UW freshman and Student Services Financial Committee member David Lapidus announced his candidacy for District 5 December 6, 2005. Lapidus said he "will make the effort to make the county not enforce controlled-substance laws for marijuana" and will pledge his board salary to SAFE services.[12]
  • UW sophomore Adam Korn declared his candidacy for the District 5 race December 7. He said he would work to provide funding for SAFE services.[13]
  • UW student Sean Cornelius was fourth to announce his candidacy for the District 5 race. Cornelius said he is concerned with issues such as lake maintenance, raising the minimum wage, employment health care and raising student activism in the local government. [14]

In the primary election Tuesday, February 21, 2006, Kumar received nearly 55 percent of the 559 votes, and Lapidus received 29 percent. Korn and Cornelius failed to proceed to the April general election. Korn received 12 percent of the vote, and Cornelius received 5 percent.[15] WSUM moderated a debate between the two March 21, 2006.[16]

Kumar went on to win the seat after the April 4, 2006, election, receiving 465 votes, or 69 percent. Lapidus received 196 votes. Kumar said he planned to take a year off from school to focus on his board responsibilities and one of his primary issues will be affordable housing.[17]

2008

Kumar, well-known and controversial among students by that time for having endorsed a strongly progressive agenda during his time on the board, announced November 14, 2007, he will not seek reelection.[18] Lapidus announced in early December he also will not run in the 2008 District 5 race.[19]

Two students eventually declared their candidacy for the 2008 District 5 election. The district about contains about 14,500 residents.[20]

A debate between the two was held March 26 at Memorial Union. About 25 students showed up.[21] The April 1 election itself was marked by low voter turnout that favored Manning, who received 304 votes to O'Hagan's 146. 460 votes were cast in total.[22]

2010

Manning decided not to seek reelection in 2010. Manning wrote in an e-mail to the Herald, "I want to travel and focus on some of my longer-term professional goals, spend some time with my friends and family and generally live a more normal 23-year-old life for a while."

Dane County Board Chairman Scott McDonell said, "I get the sense from Wyndham that this wasn't what (he thought) he was signing up for," and could not point to a significant policy accomplishment of Manning's.[23]

Again, two students ran for the seat.

A debate was held March 22, 2010, in the Humanities building that drew roughly 30 students. It was moderated by Legislative Affairs Chair Adam Johnson and focused on the environment, transportation and county services. Eicher said she wants to clean up Madison area lakes. Both candidates said the Regional Transit Authority is a good idea, but Johnson wanted to pay for it with increased taxes, while Eicher wanted to look for alternative funding.[24]

The April 6 election brought only 264 votes, another significant decline. Eicher won the District 5 seat with 161 votes, while Johnson received 100. Eicher did mention she thought the low turnout could have been due to poor weather.
