The University of Wisconsin System Board of Regents has adopted a series of guidelines to regulate the $330 million UW trust fund.
The trust and investment policies are meant to prevent the university’s money from being invested in companies whose business is deemed unethical or immoral.
These policies have governed and informed decisions pertaining to the portfolio at some times but have been ignored on other occasions. Trust and investment policy 78-1 states rapid divestment should be carried out “in any company, corporation, subsidiary or affiliate which practices or condones through its actions discrimination on the basis of race, religion, color, creed or sex … “
The state attorney general established in 1978 that all investments of the UW trust fund made into South Africa or companies that contracted with the apartheid regime were in violation of this policy and, subsequently, the Board of Regents divested the fund from all such investment.
Divestment from South Africa was carried out because that government implemented a system of apartheid and ethnic discrimination. Black South Africans were pushed into small, isolated Bantustans surrounded by walls and fences, forced to live in poverty and exploited by the white colonialist minority.
Some companies targeted with divestment provided the apartheid regime with equipment and services that were directly used to subjugate the oppressed black population and foster discrimination; others condoned such practices by dealing with the regime and strengthening the very economy that drove these cruel, racist policies. When the divestment effort was joined by a number of other academic, religious and community institutions, it contributed to ending the apartheid regime in South Africa.
In 1997, prompted by human-rights abuses in Burma, the regents adopted a new policy that regulates investments in companies whose products contribute to or cause social injury. Policy 97-1 classifies as socially irresponsible investments in companies whose “corporate policies or practices that are discriminatory … or cause substantial social injury.”
Today, the regents are requested to make a decision on investments in corporations whose products and services cause or allow for grave human-rights abuses around the world — most prominently, those perpetrated by Israel against the civilian Palestinian population.
Unfortunately, in a recent statement, Board of Regents President Toby Marcovich described the calls for divestment from Israel as political. Indeed, Mr. Marcovich’s comments are politicized, an attempt to avoid the real issue and a dishonest retreat in the face of a serious moral dilemma, as he fails to recognize the facts presented.
One of the times world officials overlooked abuses of human rights, or dismissing them as below the “critical level,” the world woke up to the news of hundreds of thousand of Rwandan lives being lost in a matter of weeks.
It is not the position of the regents to rule what constitutes violations of human rights and war crimes. It is, however, their responsibility to recognize when their policies are being violated, and accept reports by U.N. Human Rights Commission, Amnesty International, Human Rights Watch and other such independent organizations as a basis for determining the occurrence of such violations and use them to follow guidelines and policies without regard to any political considerations.
The Board of Regents president’s politicized comments ignored reports by, for example, the U.N. special human-rights commissioner in January that Israel’s systemic home demolitions classify as war crimes. Demolitions are often carried out using Caterpillar bulldozers, a company in which UW holds stocks.
Though Israel is considering discontinuing its punitive home-demolitions campaign, it still pushes ahead with other types of demolitions. An example would be the recently announced plan to destroy nearly 3,200 homes in Rafah to expand a military zone, as well as demolishing the homes of Palestinian citizens of Israel, who live in poverty, with little to no access to social services or economic opportunity.
UW’s investment in companies with ties to Israel range from those who provide arms that are used directly to attack Palestinians, carry out extra-judicial assassinations, collective punishment, land appropriation, infrastructure destruction — and the list goes on, as documented by many Palestinian, Israeli and international human-rights organizations.
Regents must divest from Israel because it is their duty, according to their policies, irrespective of their political considerations and expediency or diplomatic maneuvers by those attempting to avoid change to the bloody status quo.

The only way anyone can succeed in a cause is to never give up. Keep pressing the issue until people realize the need and truth. Fayyad has a worthy cause; divestment is an excellent strategy (whether effective or symbolic) to put economic pressure on Israel so it stops its illegal occupation of Palestinian territories, which suffocates innocent people politically, economically and socially. According to international law and every modern standard, Israel denies the Palestinians basic human and civil rights.
And those who constantly throw arguments associating all Palestinians as suicide bombers are merely hypocrites. You conveniently forget the “terrorist” acts Israel carries out against Palestinians. Since the second Intifada the ratio of Palestinian to Israeli deaths is 4:1, and these are innocent civilians - men, women and children.
It is about time people face the reality. Palestinians are so suppressed by Israeli occupation and land annexation that they are now negotiating for less than 22% of historic Palestine. And forget the invalid argument that there was no such thing as Palestine. How do you explain all the Arabs living in this land; explain the unique culture of Palestinians with their needlework, debke dancing, dialect, expertise in farming the area’s land, etc.; explain the international community labeling it “Palestine” before 1948. Yes, Israel does exist today, and people have a right to live and work in freedom wherever they want. But the same rule applies to Palestinians. (Illegal)occupation violates such rights. Look at the source of the troubles and violence and address that; don’t build a fence around it, because it will only fall. History proved that in China and East Berlin.
So if divestment can put the pressure or even just send the message that Israel’s behavior is unacceptable, as it did in apartheid South Africa, then let it be. I challenge you to do what’s right!

Maybe Fayyad just can’t write. It takes him seven full paragraphs before he even mentions Israel. Then guess how many companies Fayyad suggests we divest in… anyone? Bueller? He mentions ONE. All he can come up with is Caterpillar.
I was under the impression that writers begin by briefly discussing the topic they will cover in the body of their work. If you want to talk about divesting from Israel, mention that early in the piece. Fayyad’s modus operandi seems to be shifting and winnowing for sentences on end until he finally acheives one lucid moment where he makes his only salient argument.
He makes no mention of how to get the UW to divest, how students can pressure UW officials, or any way he himself is furthering progress to this end aside from writing long winded diatribes.
The next time all of you rush to his defense, maybe you can supply him with a better article as well.
If you only listened to him, you wouldn’t know that Palestinians perpetrate any acts of violence, or have any culpability for the current quagmire they find themselves in. Anyone remember the story of Mohammed al-Dura? Anyone remember who was accused of killing him? Anyone remember who the French journalists who filmed his shooting caught on tape committing the shooting? Anyone remember who edited out the portion of the tape showing that Palestinian terrorists shot him, then showed the edited tape to the world while claiming that Israeli soldiers did it?
Another example: anyone remember when the Israelis sent soldiers to root out terrorists in Jenin following an incident where a terrorist blew himself up in a hotel in Netanya in the middle of a Passover celebration? Remember how Saeb Erekat claimed that Israelis killed thousands of Palestinian civilians in Jenin? Remember how the International Red Cross and the UN concluded that only about 50 people were killed, and all of them were armed to the teeth at the time of their deaths? Remember how CNN continued to claim that Israel killed thousands?
Remember when Eason Jordan, CNN’s ombudsman, admitted that CNN’s editorial policy was to ignore terrorist activities committed by Palestinians, but to publish obviously embellished or fabricated stories villifying Israel, simply because they were afraid that their reporters would be in danger from Palestinian thugs if they told the truth?
Yeah, CNN’s about as unbiased against Israel as George Bush is unbiased against France.

I don’t blame the Palestinian for the curent state of affairs. I blame Eqypt, Syria, Jordan (Transjordan), Iraq and Lebanon (charter members of the Arab League with Saudi Arabia and Yemen). They are the reasons Israel turned the Palestinian territories into a buffer zone.

Got it, Fayyad. It’s Vladimir Sofronitsky(1901-1961). He didn’t record for RCA like I thought, though. A friend of mine at classicalarchives.com said that he may have made some recordings for Deutsche Grammophone.

I looked at the symposium on Israel that is being conducted at the university. As an independent photojournalist and retired attorney in civil rights and employment discrimnatiom I would not send a fox to tell me about the henhouse, and sending a guy who is an Israeli Commander in the Navy ( I was only a Ltjg in ours, but hey, we have more ships ) and a lawyer to tell me about Palestinian Civil Rights is not exactly impressive.
Why don’t you invite someone who KNOWS something about the subject? You could for example let Barghouti out of jail so he could attend and tell it ” like it is “. Or get a teen age kid from one of the Occupied Territories whose home has been bulldozed. Or Hanan Aswari. She cannot be very busy.
