Man turns himself in for exposure incident on East Mifflin

Police have arrested a suspect in connection with a ‘peeping Tom’ case on East Mifflin Street last week.

Joseph Kempen of Madison turned himself in early Friday morning for exposing himself in front of a ground floor apartment on the 200 block of East Mifflin Street March 25.

Madison police spokesperson Joel DeSpain said although police did not locate Kempen immediately, a witness quickly sent in a picture of the suspect, which was posted to the department’s website. He said a description of the suspect was also listed in the police report so people with information could contact the police.

DeSpain said after the photo was posted, the suspect then showed up at the Central District police station to turn himself in.

DeSpain said he could not comment on Kempen’s motive for exposing himself. However, he said police are taking every measure necessary to prevent this sort of crime downtown.
