The University of Wisconsin Primate Research Center is staged to expand their facilities onto land animal rights activists had hoped would be the site for a new museum protesting experimentation on monkeys.

Ending a four year legal battle, University Research Park, a UW research partner, purchased the land adjacent to their existing lab at 1220 Capitol Court for $1 million in July.

The land was sold to the university by Roger Charly, owner of Budget Bicycle in downtown Madison. Charly said he originally planned to sell the land to the animal rights activists four years ago, but they were unable to come up with the money.

When he received an offer from University Research Park, he sought to dissolve his prior agreement with the animal rights activists.

“We wanted the land not only because it was a perfect parcel of land for an expansion, but also because the animal rights activists would disrupt researcher and their research,” Fish said.

Rick Bogle, one of the museum’s primary organizers and animal rights activist, said Charly had been trying to sell to the university for quite awhile, but they did not become interested in the property in a realistic way until they found the activists plans for the museum.

“I liked both sides in the matter,” Charly said. “I wish I had two pieces of land to make both people happy, but I think there is going to be some really great research done there.”

The animal rights activists took Charly to court, winning in the initial trial before losing in the appeals court and having their request for a supreme court appeal rejected.

The original plans were to build an educational facility with changing exhibits displaying the abuse of monkeys and apes around the country, but specifically to talk about UW primate research history, cover ups and scandals, Bogle said.

“I think [the idea] still has merit, but it was such a powerful location that it would be hard to duplicate,” Bogle said.

UW plans to use the land to build a 23,500 square foot addition onto the existing primate center to house all the animals currently part of the behavioral psychology research project, according to Alan Fish, associate vice chancellor for facilities, planning and management.

These animals are currently housed at the Harlow Center for Biological Psychology, an old converted cheese factory, according to UW spokesperson Terry Devitt.

Fish added the new facility will be better for humans and primates alike, with more efficient, cleaner and safer facilities than the existing building.

UW has applied for $15 million in federal economic stimulus funds to build the addition, which they hope to be approved by this coming February, Fish said.

In a separate request, UW has also asked for $2.1 million to equip two existing labs with higher level safety barriers and security, required by the government to do research on infectious diseases, according to Fish.

Kyle Mianulli’s article was largely accurate. But I should clarify one point: “Charly said he originally planned to sell the land to the animal rights activists four years ago, but they were unable to come up with the money.”

I suppose liars get so used to lying that they find it difficult to tell the truth. In fact, Charly refused to take our money, opting instead for the higher amount offered by the university. Charly had promised in writing, twice, in notarized and recorded contracts, to sell us the property.

He was able to escape from the contract only because Verne Jesse, an attorney with Murphy-Desmond, a high-priced Madison law firm, claims to be an expert in real estate law, but was incompetent, and drew up a flawed contract. That’s why Charly was able to avoid his promised obligation to sell us the property, refuse our money, and to take the higher offer from the university.

Listen idiot, when one takes medicine, he/she does not have a choice in the matter of animal testing. Yes, I would abolish such attrocity that has gone out of hand and looked at as a disposable comodity. The difference between people like me and people like you is this: I admit I am not perfect and sometime without a choice, I take advantage of this humanly corrupted system, but at least I make a huge effort. FYI, I only buy household chemicals and beauty products which are not tested on animals. I am also a vegetarian. What do you do? Or do you even give a hoot? BTW, I am a scientist, highly against animal testing, for any purpose!

To Roger Charly You did the right thing and I’m glad you were rewarded with a substantial sum of money for your property. I used to work at the Primate Center and I know from experience that the researchers, caretakers, administrators, and veterinary staff are humane and caring people. Every monkey was well taken care of by the staff there. They took a personal interest in the welfare of the monkeys and everything was done according to regulation. Incidentally, I still have the bicycle I bought from Budget Bicycles in 1992 when I lived in Madison. And it works great.

of course when you profit from the poor animal as you definitely did, you want to convince yourself and others that it is humane. There is alot of footage showing the barbaric treatment of these animals.

Ah, the research extremists are out in full force, cheering for their team. Go animal killers! Rah rah! Let’s cheer for our team and attack the other team instead of having a rational discussion!

All medicines in this country have to be tested on two non-human animals species, regardless of how effective or moral that testing is. There is no alternative. Even if testing the drug on animals was worthless, immoral, too expensive, and did not predict the human response, if you want to take a painkiller for your headache, you have to take medicine that was tested on non-human animals. Why should research opponents, who are working toward a better way, be deprived of those drugs?

If you don’t think that anyone should benefit from unethical behavior in the past, you’ll have to move. You get to live here only because of genocide of the Indians. Should you be held responsible for killing the Indians?

And what makes you think that testing drugs on animals even produces benefits to people? Have you studied the research? There is much evidence that the results of animal tests do not predict human response and that reliance on animal testing harms people.

Roger Charly found a legal loophole that let him break a contract and sell property worth $590,000 for $1,000,000. His greed far exceeded his integrity. And you think that he did the right thing? What kind of integrity do you have?

What part of destroying the emotional centers of a monkey’s brain and then killing the monkey constitutes good treatment? If I did that to your dog or cat, would you call it good treatment? If researchers did it to a human, would you call it good treatment? Where do you get this idea of “good treatment” and why do you think it justifies experiments on monkeys when it would never justify experiments on people?

It is a victory of the unethical over the moral. Rather sad that the unversity only seems to have become interested in the site when it found out the animal activists were interested in it. The moral values of the vendor bonded to the dollar. The new facility will probably perpetuate tired old procedures and abuse of my relatives whilst consuming tax dollars faster than a politicians election campaign on steroids!
