Members of the University of Wisconsin Interfraternity Council and Panhellenic Association are taking “corrective action” against the Greek Judicial Board due to a complaint filed with IFC that questions the nature of several justices’ appointments.
The complaint, filed with IFC in April by members of the Sigma Phi Epsilon fraternity, alleges the selection committee was not properly convened in the manner dictated by bylaws.
According to Jake Langbecker, IFC vice president of public relations, the complaint marked the first time IFC had been alerted of a potential problem. After further review, he said IFC is now under the impression that justices have been incorrectly appointed for at least several years.
“From the information that we have been able to obtain, it has been made apparent to us that not a single justice serving on the Greek Judicial Board was properly selected in accordance with the Greek Judicial Board bylaws,” said Andy Peters, IFC’s vice president of risk management.
According to Langbecker, justices are appointed by a committee that convenes at the beginning of each semester to fill any open seats.
Bylaws state the justice selection committee must be composed of an outgoing justice, the IFC president, the IFC vice president of internal affairs, the Panhellenic president and the Panhellenic vice president.
Coordinator of Fraternity and Sorority Affairs Barb Kautz said in an e-mail to The Badger Herald that Sigma Phi Epsilon filed the complaint because the committee was missing one or more members, making the appointment of several justices potentially invalid. Because the justices were instated incorrectly, she said Sigma Phi Epsilon believes their decisions are not valid and should be overturned.
“We just want to make sure everyone within the Greek system and every organization on campus has a fair trial,” Sigma Phi Epsilon President Jake Strauss said. “We believe the rules should be followed absolutely, but we want to make sure the correct procedures are used.”
According to Peters, while there are specific procedures that can be followed to remove a justice, there is no direction on what actions should be taken if a bylaw is violated.
He went on to say action will be taken after a full proposal or resolution is created by IFC and the Panhellenic Association. Since the complaint is “unprecedented,” Peters said they are taking special care to make sure the situation is fully addressed and applicable to the entire Greek community.
If rulings made this semester are invalidated, a recent decision to place Sigma Phi Epsilon on social probation could be overthrown. According to the results of an April 25 judicial board hearing, Sigma Phi Epsilon was found in violation of the Greek system’s alcohol and party policy for an unregistered March 26 event at the Tau Kappa Epsilon house, where Sigma Phi Epsilon has been housed since a fire destroyed the fraternity’s house last year.
According to Madison Police Department spokesperson Joel DeSpain, police were called to the house at 9:02 p.m. on March 26. They proceeded to cite someone for excessive noise before shutting down the music that was playing.
A complaint was then filed with the Greek Judicial Board, which led to the April 25 hearing. While a decision has been released, Strauss said the chapter is still going through the judiciary process.
He declined to say if the chapter will be filing an appeal.
Strauss did not wish to comment on whether the IFC complaint was filed as a result of their experiences with the Judicial Board in April.
Judicial Board Chief Justice Marshall Snow and Panhellenic Vice President for Public Relations Alli Sipple declined to comment.

Seeing how the justices were essentially handpicked by Marshall Snow (JBoard Chief Justice) and his girlfriend (Panhel President), this is a clear case of corruption and nepotism. Those in the Greek System have known about this problem for some time and it is common knowledge that Marshall Snow frequently plays favorites in his position as Chief Justice. It will be interesting to see how Mr. Snow will dodge the accusations and blame Sig Ep and IFC rather than own up to the facts.

Hazing continues to be the number one problem in Sig Ep. Last year we were lined up almost naked on Langdon Street, and other members threw human excrement and urine into our hair and faces. Many of the members are hooked on strong drugs like cocaine and meth. Their rich parents are none the wiser as they keep the money rolling. Also, many of the members are socially unfit people.

I think it is all too convenient that the president of IFC, Nate Anderson, is in Sig Ep and now they are filing a complaint now that they have gotten into trouble. Also now that both Jake Langebecker and Andy Peters, both in Sigma Chi, are teaming up with Sig Ep to do this. Both fraternities that have been in the lime light recently with the deans office, jboard and the badger herald. I see corruption, but not so much nepotism (hopefully) between the three of them and the two fraternities.

When will Marshall Snow realize that he is not the ultimate power in the Greek System? I think everyone will breathe a sigh of relief when he is no longer Chief Justice and can no longer use his position to feed his ego and power trip.

Members of the greek community have known about these problems for a while; making the timing of these complaints all too convenient. The current method of appointing justices has been going on for years, and these appointments have never been questioned until now. The current situation can best be described as a case of sour grapes. The greek community was content with these justices as long as they remained of little consequence; but now, when they attempt to enforce the rules and punish Fraternities and Sororities for violations, the complaints start flooding in.
The only reason anyone is questioning the legitimacy of these justices is because of certain unpopular rulings. Had the complaints been made BEFORE these unpopular decisions, it would be entirely different story. One can’t play a game, lose, and THEN decide that the rules weren’t fair.

This is Madison, Wisconsin! You are supposed to party and have a good time! WHY SHOULD IT BE ANY DIFFERENT FOR THE GREEK SYSTEM! The Risk Manager of PanHel is obviously a cold-hearted person, who takes all her anger out on the fraternities that do not want to have parties with her sorority. Also, it is obvious that the Greek Advisor tries finding dirt on every fraternity rather than fulfilling her job description: being the person that greek members are supposed to go to for advice. She even encouraged certain sororities not to attend a fraternity’s philanthropy…A PHILANTHROPY! The Greek System is not corrupt in any way. IF SOMEONE FILES A NOISE COMPLAINT AT 9:00 pm ON A THURSDAY, I WANT TO SEE 20 NOISE COMPLAINTS FILED ON COLLEGE COURT, and Dayton Street, and Spring Street, Gorham Street, and every other street in Madison.
The problem is simply this: members of the unfavorable sororities take it upon themselves to make the lives of the fraternity’s who do not want to associate with them A LIVING HELL! Also, THE DEANS obviously do not think of members of the Greek system as having any sort of value or respect. Simply, they view Greek members as second class citizens.

J-Board seems to have very similar problems as the ATHLETIC BOARD. Our Chancelor would surely, in that case, support the accusations against J-board. GREEK SYSTEM, THINGS WILL NOT CHANGE UNLESS WE STAND UP TO THE INJUSTICE SERVED TO US BY THE UNIVERSITY.

Sounds to me like a power play from frats with leaders in IFC - frats that consistently break the rules and actually are held responsible for their actions by jboard… funny how this wasn’t an issue until sigep went in front of jboard and got sanctions for an unregistered social.

Any Greek that thinks J-board isn’t corrupt is from a small house that doesn’t do enough socials to matter or are snitches from the less, uh, looks endowed sororities that don’t get to hang out with the big frats.

And if it is indeed a power play by SigEp, good for them. Someone needs to take a stand against the one kid who thinks he owns the Greek System and can bully people around. I would be pissed too if my fraternity was handed down such a ridiculous fine for such a trivial violation of the rules.

First off, as a former member of the J-Board, I can say that we followed procedure to the T when we interviewed and selected the Board members. We had all required personnel at every interview and decided the board as a team.
As to the anonymous person who claims that SigEp members lined them up on the street almost naked and threw excrement and urine on them … you obviously were NOT a member of SigEp nor a pledge, as you likely just read the articles about what SigEp got in trouble for. The urine and excrement are thrown on ACTIVE MEMBERS BY THE PLEDGE CLASS, and not the other way around, so get your facts straight.
Also, in the same paragraph, he states that SigEp members are on Coke and Meth and they have rich parents. I can say for a fact that most of the SigEp members do not have rich parents with tons of money. And the Coke and Meth arguments are just ridiculous.
I do not condone the hazing or by-law violations of SigEp and frankly feel that they are getting their just desserts, and I feel that the J-Board should have followed the rules with regard to selecting members (and it seems pretty fishy that they didn’t), but for all of the comments on here that negatively bash the Greek System and SigEp, just be quiet.

There are so manying things wrong with this terrible statement:
It states that hazing continues to be the number one problem, yet references last year. Next the pronoun “we” is used, highly doubt one of those three who got the bucket wrote this. Also, the main drugs that were hooked on are crack and pcp And our parents dont keep the money rollin in for the shit, we earn that money in an alley on the street. And I dont think Im socially unfit, there are about 100 homeless drunkards in Madison, they count as society too.

there was a 3 person selection committee to elect new justices at the beginning of Spring 2009. The 3 members were Anderson the IFC Pres, Anne Hepler the PHA pres, and Marshall Snow. As an earlier commenter pointed out, Anne and Marshall have been dating for some time, this is a clear example of corruption, 2 people out of a 3 person committee could dominate the discussion and outcome of the process.
this isnt about Sigep avoiding trouble, they will still face punishment regardless of the outcome. This is about fixing a corrupt judicial body.

All the big fraternities need to stop the injustice from the University and from the elected board members of the small fraternities. AePi, SigEp, Sigma Chi, PKE, TKE, Kappa Sig, and DU should really be governed by something else other than J-board. It only makes sense that the larger fraternities of the greek system should govern themselves. Also, how can it hurt the smaller fraternities if this is the case?
The whole greek system will see its end come very soon unless something is done. Our Dean of Students hates us, our entire campus hates us, and THEY will impose injustices upon us until we UNITE and STOP BACKING DOWN. As has been the case for the past 3 years at this University, if you give up an inch, they will take a mile. WHAT ARE WE GOING TO DO WHEN WE HAVE NOTHING LEFT TO GIVE AND THEY HAVE COMPLETELY DESTROYED US???
