State Republicans introduced legislation Tuesday restricting local governments from offering sanctuary to illegal immigrants throughout Wisconsin. Under the new bill, co-sponsored by Sen. Glenn Grothman, R-West Bend, and Rep. Roger Roth, R-Grand Chute, cities and counties would be unable to pass laws prohibiting government employees from demanding proof of immigration status or notifying the federal government of the presence of illegal aliens. Currently, Dane County has an ordinance blocking government workers from asking for proof of citizenship. Racine, which may soon become a sanctuary city, has also faced pressure from activists to prohibit inquiries about legal status. Alex Gillis, political secretary for the Wisconsin Immigrant Workers Union, said the legislation is "another move for the anti-immigrant people in this state." He blamed the federal government for failing to provide a solution and forcing the states to take up the slack. Roth said he was unsure how many state employees already ask about immigration status. "My guess is they probably don't," Roth said. "But if they feel it's in the public safety, they should be allowed to do that." Calling the legislation a "prohibition against sanctuary cities," Roth added he sees a growing trend toward increasing the number of sanctuary communities in Wisconsin. Roth said such communities are a danger to the public because illegal immigrants who commit crimes there are able to repeat their offenses instead of being dealt with by immigration officials. Roth cited a recent incident in New York City, where a woman was attacked and raped by five men, three of whom were illegal immigrants with criminal records. Roth said if the police had known the men were illegal immigrants, these crimes would never have happened. "Because New York is a sanctuary city where they do not allow law enforcement to ascertain this information, these men were released to go and commit these crimes again," Roth said. But the government may be creating more safety problems than it’s solving, Gillis said. As of April 1, illegal immigrants in Wisconsin have no access to state-issued identification, leaving a potentially large security hole. "The last thing [you want to do] to secure the citizens and secure a society … is make people so they can’t be identified," Gillis said. Roth stressed that, if passed, the bill would only maintain a status quo in which law enforcement have the choice to ask for immigration status in the interest of safety. "This is meant to allow law enforcement to do their jobs," Roth said. "We just want to make sure that they're not going into any situation or circumstance where their hands are tied." But Gillis said illegal immigrants are unfairly oppressed and forced into "the shadows" by a society that needs them. "We don’t have the papers, but we are doing what the economy wants us to do, which is work in this country," Gillis said. Alfonso Morales, social sciences professor at the University of Wisconsin, dismissed the law. He said if it passed, it would not have any practical consequences. "I’m not sure how this could be enforced if it became law," he said in an e-mail to The Badger Herald. "This is largely a symbolic act." Roth said much work remains to be done on the bill before any action is taken.

I think that any citizen attacked, raped, robbed etc by an illegal alien in a sanctuary city should have an open and shut law suit against the city that provided sanctuary to the illegal alien invaders in violation of federal law. If every victim of illegal alien invaders would file a law-suit against the government organizations allowing this, it would cease within 2 years.
In my humble opinion the woman in the article above that was raped by 5 men, three of whom were illegal alien invaders, should sue the city and be awarded at least five million dollars. I can only hope I get selected for jury duty for a case like this.
You may be right, as a matter of civic liability (though there is that whole sovereign immunity problem), but it is worth pointing out that crime rates in immigrant communities (yes, also among illegal immigrants) are significantly lower than in the population at large.
Way to go Wisconsin. I’m thinking about moving there!
Ok, the crimes could have been committed by citizens with criminal records. How is that any different?

Secretary of Homeland Security Michael Chertoff was recently asked about this latest fictitious boogeyman of the anti-immigration movement, so-called "sanctuary cities," in testimony before the House Homeland Security Committee Sept. 5 (the tape is at their web site).
"I am not aware of any city, although I may be wrong, that actually interferes with our ability to enforce the law. I certainly wouldn’t tolerate interference," Chertoff testified. When asked about efforts to punish these fictitious cities, Secretary Chertoff responded, "I have to say, the consequences of that might be to put the citizens at risk."
Local police in many parts of the country have decided that routine enforcement of civil immigration laws impedes their ability to get criminals off the street. If witnesses and victims are reluctant to come forward, police are handcuffed. That's why the International Association of Chiefs of Police and numerous other police executives are against the type of policies these state legislators are proposing. Indeed, New York, the nation's safest large city, has generally kept their local cops out of federal civil immigration enforcement, while still routinely turning over felons and those with criminal warrants over to the feds.
So should we follow the lead of politicians trying to score political points or police leaders trying to prevent crime? I'll stick with the police experts, thanks.
Crime numbers among illega alien communities is low precisely because of their distrust of authority and their illegal status.
The slippery slope argument would imply that those who hae broken the law to come illegally, purchase fraudulent documentation to work illegally and drive without licenses or insurance, and on occasion under the influence, places them at a greater likelihood to engage in further criminal acts, particularly against those who are native born.
Every victim of an illegal alien should sue the employer, landlord and the community where the illegal was aided and abetted.
Well done Wisconsin. I agree with the lawsuit against sanctuary cities that chose to ignore the law. And just because they are acting illegally, they may be liable.
Think about a small city or town who thinks they are being oh so politically progressive and correct,someone gets murdered because of the sanctuary rules, and they get hit with a 50 million judgment that wipes out the towns budget for the next 10 years. I can only say they asked fot it. Sell all the towns peoples homes to pay for the judgment.
So there is another rape by illegals in a sanctuary city after the city had released them. If you still feal sympathy for the illegals, read about 14 Dani Countryman, brutally raped and murdered, sanctuary city, by illegals, one who had 4 prior DUIs. He should have been deported. Then the 40 year old woman in Virgina who was raped, sanctuary city, etc. Then the three teens in New Jersey with the gangland shooting, and Sara Cole rammed by a drunk driver, illegal, who should have been deported on his last offense. All this since the end of August.
Frankly if the policy and town councils want to play russian roulette with our lives, they should be personally responsible as well. Let them ante up with their assets.
But I like the idea of sending some of our criminals to Mexico. Each time we deport one of their back, we should add two of our own. We have supported their crimianls long enough, they can support ours now!

Employers who aid or abet the preparation of false tax returns by failing to pay income or Social Security taxes for illegal alien employees, or who knowingly make payments using false names or Social Security numbers, are subject to IRS criminal and civil sanctions. U.S. nationals who have suffered intentional discrimination because of citizenship or national origin by an employer with more than three employees may file a complaint within 180 days of the discriminatory act with the Special Counsel for Immigration-Related Unfair Employment Practices, U.S. Department of Justice. In addition to the federal statutes summarized, state laws and local ordinances controlling fair labor practices, workers compensation, zoning, safe housing and rental property, nuisance, licensing, street vending, and solicitations by contractors may also apply to activities that involve illegal aliens.
These parasite should be penalized to the full extent of the law and used as an example to other employers. Long terms in prison and confiscation of all business assets and property would certainly make them think twice.
